As organized business associations at the regional level, clusters stimulate local production cooperation and are recognized in the world as drivers of economic development. About 3,000 clusters in the EU economy cover up to 60 % of jobs, creating 50 % of exports and 80 % of all patents. In Ukraine, there has been much talk about cluster development over the last two decades, but in fact, all these initiatives have remained at the initial level. And this is especially true of industry, which inherited from the Soviet era many features that complicate clustering processes – such as the phenomenon of broad inter-republican industrial cooperation. Accordingly, the search for producers and partners in their region was not a conscious goal of industrial enterprises.
